The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is planning to re-compete the Systems Engineering and Technical Assistance (SETA) contract, previously held by Electronic Consulting Services Inc. This contract provides essential non-personal support services including program management, planning, engineering, implementation, logistics, evaluation, sustainment, operations and support, acquisition, and related activities across multiple areas such as simulation, training, testing, and instrumentation for PEO STRI and other U.S. Government agencies worldwide. The effort supports the development and maintenance of integrated and interoperable infrastructure aimed at delivering advanced simulation and training solutions to the Warfighter and the Nation. Market research will guide the acquisition strategy, which will include issuing a Sources Sought Notice (SSN) expected in March 2013, containing a draft Performance Work Statement and requesting information from interested companies. A formal Request for Proposal (RFP) is anticipated for release around December 2013. The acquisition is expected to fall under NAICS Code 541330, with a small business size standard of $35.5 million, and PEO STRI anticipates setting aside the requirement entirely for small business, though final determinations will depend on market research results. Interested parties are encouraged to submit comments or questions in writing to the designated contracting representatives.
