The Bureau of Reclamation plans to negotiate a sole source contract with Dr. Ted Yang for the ongoing development of the Government GSTAR-W model, a sediment transport program specifically designed for alluvial rivers and watersheds. Dr. Yang is uniquely qualified for this role as the original developer of the GSTAR-W model and its predecessor versions, including GSTARS, GSTARS2.1, GSTARS 1D, and GSTARS3. His work will involve continuing research on watershed erosion theory, integrating these theories into the sediment transport model under development, and providing peer review for the model's evolution. The government is invoking the sole source authority under FAR 6.302-1 to ensure continuity of services and the successful completion of the project, indicating that no other sources will be considered at this time. Communication regarding this contract will be handled exclusively via fax, with specific contacts designated for inquiries. The contract falls under the North American Industry Classification System code 541330, which pertains to engineering services, with a size standard of $4 million. Interested responders must specify their business size according to this standard.
