R10 Lab: Lab Services Millipore water purification

The contract solicitation 68HE0726Q0019, titled R10 Lab: 2026 Millipore Water Purification Systems Service Contract, is issued by the U.S. Environmental Protection Agency, Region 7, with performance and delivery to be conducted at the EPA Region 10 Laboratory in Port Orchard, Washington. All parts and consumables must be genuine MilliporeSigma OEM products, and the contractor must provide access to MilliporeSigma telephone technical support. The period of performance is from August 1, 2026, through July 31, 2027, with all deliverables—excluding reports—required to be shipped via FOB Destination to the specified EPA lab address and clearly labeled with the contract number. The contract employs a Lowest Price/Technically Acceptable (LPTA) evaluation methodology, where technical acceptability is a threshold requirement and award is made to the lowest-priced offer that meets minimum standards, with organizational conflict of interest disclosures serving as a mandatory pass/fail gate. The contractor must be registered in the System for Award Management (SAM), hold a valid UEI, and comply with all federal acquisition regulations including RFO 52.212-4 (with deviation), RFO 52.217-8 (allowing up to six months of service extension), and multiple other clauses covering employee whistleblower rights, personal identity verification, prompt payment discounts, prohibition of claims assignment, electronic funds transfer payments, accelerated payments to small business subcontractors, and unauthorized obligations. Invoicing must be submitted exclusively through the Treasury’s Invoice Processing Platform (IPP), with no partial or non-electronic submissions permitted.
