The Government plans to award a sole source, firm-fixed-priced purchase order to Dana Farber Cancer Institute for the "Improving Palliative Measurement Application with Computer-Assisted Abstraction Study (ImPACS)" to support the VA Palo Alto Health Care System's Center for Innovation to Implementation. This action is justified under federal regulations allowing sole source contracts when only one source is uniquely capable of meeting the Government's requirements due to the specialized nature of the services. The contract will be awarded without competitive solicitation unless other interested parties come forward with evidence of their capability to fulfill the requirement, in which case the Government may consider conducting a competitive procurement at its discretion. Interested parties wishing to respond must submit their interest by August 5, 2020, via email only, and no telephone inquiries will be accepted. Responses are not a solicitation for proposals but are used solely to assess whether competition is feasible. If no eligible responses are received, the Government will proceed with the sole source acquisition. The contracting officer overseeing this action is Cristina Mae Lansangan, with the Department of Veterans Affairs Network Contract Office in Mather, California. The contract is associated with NAICS code 622310, which pertains to specialty hospitals, reflecting the healthcare focus of the work.
