AI Contract Overview
The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for Project Facilitator Services to support Energy Savings Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs) under the Department of Veterans Affairs, specifically through the Program Contracting Activity Central in Independence, Ohio. The solicitation seeks qualified offerors to provide a full range of services including Investment Grade Audits (IGAs), design and construction submittals, commissioning, measurement and verification, and third-party financing coordination, all aligned with Department of Energy guidelines and federal acquisition standards. The contract structure establishes a six-year ordering period with a minimum guarantee of $2,000 and a maximum ceiling of $6,400,176, with individual task orders to be issued as needed across multiple locations, including VISN 16 and Dayton, Ohio, though those sites are excluded from the evaluation sample. Offerors must demonstrate technical capability through a three-volume submission: Volume I detailing technical approach and experience with ESPCs and UESC projects, including resumes of at least three Department of Energy-approved Project Facilitators—one of whom must have been employed by the GSA contract holder for the prior two years; Volume II containing up to three relevant past performance references; and Volume III presenting hourly labor rates that must not exceed those established under the GSA contract, with allowable discounts. Evaluation will be based on a trade-off process weighing Technical Approach and Past Performance as significantly more important than Price, and the award will go to the offeror deemed most advantageous to the government—not the lowest-priced technically acceptable bid. The contract includes stringent compliance requirements under the Federal Acquisition Regulation, including prohibitions on telecommunications and surveillance equipment from high-risk providers, mandatory reporting of executive compensation and first-tier subcontract awards, accelerated payments to small business subcontractors, and adherence to Buy American and foreign purchase restrictions. All submissions must be electronic, sent via email to the designated Contract Specialist by the May 8, 2026 deadline, formatted to meet 15-page limits per volume with a 12-point minimum font, and must include certifications, signed SF-1449, and supporting documentation. The Government retains authority for inspection and acceptance, and invoicing must be processed electronically through the VA’s EIPPS system in compliance with X12 EDI standards. Subcontracting requirements mandate flow-down of small business utilization clauses and accelerated payment obligations, and the solicitation explicitly prohibits the use of ByteDance applications, Kaspers

Full Description
This quote is just for the 30% IGA review, correct, not all items as listed under the PWS (attachment 1)? Yes, the quote to be provided for that portion of the RFQ is for this sample PWS only, it is not associated with the overall PWS included in the solicitation.
Also, the RFQ mentions ESPC projects at VISN 16 (Locations TBD) and Dayton (page 8 of 77), the Attachment 3 SOW is just a sample work scope, correct? These sites are not part of the Attachment 3 SOW, correct? Correct, those sites are not a part of the sample PWS. The sample PWS (Attachment 3) is only associated with Volume III and will be used only for evaluation purposes.
Do we need to fill out pricing for VISN 16 (Locations TBD) and Dayton for B.3 Price/Cost Schedule for these two projects, if so, please clarify what PWS (attachment 1) scope items should be included. No, no pricing is needed for VISN 16 currently. The VISN-16 minimum guarantee awards will be handled after award of the IDIQ. Â
