Full Description
1. Description of Requirement The Department of Veterans Affairs (VA), VISN 05, Martinsburg VA Medical Center, intends to award a sole source contract for commercial satellite communications services to support the Office of Emergency Management (OEM). OEM relies on MSAT/G2 portable satellite communications systems to maintain real time emergency connectivity during emergency events or national incidents when primary communication systems are unavailable. OEM manages more than 400 emergency response assets across the country that support patient care surge capability, evacuation and transportation, emergency power, and command and control operations. The MSAT/G2 satellite radio capability is critical to ensuring reliable communication and operational continuity under crisis conditions. 2. Intended Contractor Network Innovations Government Services Network Innovations Government Services has been the VA s MSAT/G2 satellite communications provider since 2019, supporting the OEM s emergency communications framework. The existing infrastructure, equipment configuration, and service provisioning are fully integrated throughout OEM assets. 3.
