R602--FY27: Pharmacy On Demand Courier Award Notice

The Department of Veterans Affairs Network Contracting Office 8 has issued a solicitation for on-demand pharmacy emergency courier services to support the C.W. Bill Young VA Medical Center and various associated facilities in Florida. The scope of work involves providing essential courier services between the pharmacy at the C.W. Bill Young VAMC and multiple locations, including community-based outpatient clinics, state nursing homes, local hospitals, and patient residencies. These services may be required 24 hours a day, seven days a week, including holidays. The contractor is responsible for providing all necessary manpower, vehicles, fuel, and equipment, such as two-way radios or cellular phones for communication. Drivers must be at least 18 years of age, possess a valid Florida Department of Transportation Operator's License, and adhere to all facility-specific safety and COVID-19 protocols. This procurement is a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though credit may also be given to other small businesses that utilize SDVOSBs or VOSBs as subcontractors. The contract is structured with a base period running from October 1, 2026, through September 30, 2027, with multiple option years extending through September 30, 2031. Evaluation will be based on a comparative process considering technical capability, past performance, and price, with the government seeking the quotation most advantageous to its interests. Offerors must submit their proposals in two volumes: a technical volume detailing recent relevant experience and a pricing volume covering the base period and all option years.
