The Department of Veterans Affairs (VA) has awarded a sole-source, firm-fixed-price contract to Third Iron, LLC for a subscription to Third Iron Complete, a commercial off-the-shelf (COTS) web-based platform designed to provide streamlined access to the VA Library Network (VALNET) electronic journal collections. This acquisition supports the Veterans Health Administration (VHA) by enhancing online library resource usage and improving healthcare provider and researcher workflows throughout the VA healthcare system. The contract covers a 12-month base period beginning January 15, 2026, with four additional 12-month option years and a six-month extension, for a total potential value of approximately $1.7 million. Third Iron is uniquely qualified as the sole provider of this integrated suite, including BrowZine, LibKey Discovery, LibKey Link, LibKey Nomad, and libkey.io, offering advanced journal browsing, seamless one-click access to subscribed and open-access articles, personalized user features, and integration with library link resolvers like Serials Solutions, without requiring software installation on VA networks. The subscription service must support approximately 130 to 152 VA Medical Center (VAMC) accounts with scalability, accommodate user self-registration, enable single sign-on (SSO) for secure on- and off-site access, and provide group and individual management of journal access. The system is required to be Section 508 compliant for accessibility, offer mobile device support (Apple and Android), minimize downtime with advance VA notification, and furnish detailed usage statistics to administrators. Market research confirmed no alternative capable sources exist, justifying the sole-source approach under FAR 6.302-1. The award decision was supported by historical pricing and government cost estimates to ensure fair and reasonable pricing. The contract's administrative oversight is conducted through the VA’s Program Contracting Activity Central in Independence, Ohio, with defined responsibilities for delivery, maintenance, and compliance resting on Third Iron, while the VA oversees acceptance and payment. The contractor qualifies as a small business under NAICS 519290 and is recognized within the Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) categories through SBA VetCert verification. This procurement enhances VA library resource utilization by ensuring user-friendly, reliable, and readily accessible journal content critical to VA healthcare research and clinical services.
