R614--New Document Shredding Contract - Expedited Response Requested POP: July 1, 2026 - June 30, 2031

The Department of Veterans Affairs is soliciting quotes for a firm-fixed-price contract to provide on-site document destruction services at the Oklahoma City VA Health Care System and various affiliated clinics and facilities within its area of responsibility. This contract is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 561990, with a small business size standard of $16.5 million. The contractor will be responsible for furnishing all personnel, supervision, equipment, and services necessary to securely collect, interim shred, and provide final destruction of confidential and sensitive documents, including patient privacy information, in accordance with VA Directive 6371 and applicable Federal, State, and local regulations. Interim destruction must occur on-site and be witnessed by authorized VA personnel, while final destruction can occur off-site under strict safeguards and certification procedures. The contractor must also provide secure lockable consoles for document collection, maintain liability insurance, and comply with security, safety, privacy, and facility access requirements. Service sites span numerous locations in Oklahoma and Texas, including multiple clinics on military bases, each with specified numbers of consoles and scheduled pick-up days primarily on Wednesdays throughout the month. The contractor must coordinate closely with VA staff to ensure services do not disrupt facility operations and must provide certificates of destruction and environmental reports documenting the handling and recycling of shredded materials.
