The City of San Mateo is seeking professional or emerging artists to design and execute a Racial Equity Art Project located on the B Street Pedestrian Malls in Downtown San Mateo. The project aims to create a public street-painted installation that represents the city's diversity and commitment to racial equity and social justice. The artwork must be designed for a five-year lifespan using weather-resistant, specialized pavement paint and must be installed within the Emergency Vehicle lane while remaining compliant with ADA accessibility standards and public safety codes. Priority consideration is given to artists living in or related to San Mateo or San Mateo County, with a strong encouragement for applications from BIPOC, women, LGBTQ+, and other historically marginalized groups. The selection process is multi-phased, beginning with a Request for Qualifications where artists submit a statement of qualifications, resume, portfolio, and references. From these submissions, the Civic Arts Committee will select up to five finalists, each of whom will receive a 1,000 dollar stipend to develop a detailed proposal and rendering. Final selection is based on a trade-off process evaluating inherent artistic quality, site context, permanence, feasibility, and diversity. The completed installation must be finished by June 30, 2023. The project is funded through the city's Art in Public Places program, which utilizes in-lieu contributions from private development projects.
