The U.S. Coast Guard intends to award a sole source, firm fixed price contract to Buffalo Computer Graphics, Incorporated for the procurement of one PCS-200 Radar Simulator. This turn-key system includes a desktop PC, custom simulation hardware and software, and an enhanced graphical user interface. The simulator provides advanced capabilities such as the modeling of radar characteristics, programmable ownship and target vessels, landmass video shadowing, and various environmental effects including sea clutter and precipitation patterns. It is designed to integrate with existing BCG Communications Simulator Systems and supports multiple interfaces including AIS and NMEA-0183. Because Buffalo Computer Graphics is the original manufacturer and the equipment must be compatible with existing on-site systems, the Coast Guard has determined that no other vendors can provide the required components and substitutions are not acceptable. This procurement is designated as a small business set-aside under NAICS code 334119. Performance will take place in Petaluma, California, with negotiations scheduled to begin around June 19, 2008.
