Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

Solicitation N0038326QNB29, issued by NAVSUP Weapon Systems Support Philadelphia, is a total small business set-aside for the teardown, evaluation, repair, and modification of LC Processors (NSN 7B22-01-522-2097). The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. The contractor is responsible for providing all labor, facilities, and tooling to return units to a Ready For Issue condition, as the government will not provide manufacturing aids. Key technical requirements include the use of SAE-AS22759 series wire instead of MIL-W-81381 and compliance with MIL-STD-130 for markings and ISO 9001 or SAE AS9100 for quality management. The government will make a single award based on the most advantageous offer, prioritizing past performance over price. Award evaluation includes SPRS risk assessments for item, price, and supplier risk. Contractual terms include a one-year warranty after delivery, FOB Destination shipping, and a 90-day delivery window. Specific provisions are in place for Beyond Economical Repair and Missing on Induction determinations, both requiring DCMA concurrence. All work must be performed at the identified facility, and any changes to repair manuals or sources require approval from the Procuring Contracting Officer.
