In accordance with Federal Acquisition Regulation (FAR) Part 5.203(a), this notice serves as preliminary notice of the Department of Defense Education Activity (DODEA), Domestic Dependent Elementary and Secondary Schools (DDESS) intent to issue a Request of Quote (RFQ) for the leasing of two (2) Repeaters Stations for radio communication at Fort Buchanan and Ramey, Puerto Rico. The resulting award will be Firm-Fixed-Price (FFP) for one 12 month base period and four (4) 12 month option periods. The anticipated start date of the award is 28 January 2016. Offerors shall provide all personnel, equipment, tools, materials, management, and other service necessary to provide leasing of two (2) Repeaters Stations for Radio Communication at DDESS Fort Buchanan and Ramey sites to include: � Airwaves access for radio communication - terrain-vehicles � Necessary frequency for communication all around PR � Simultaneous and/or individual access thru portable radios from Dispatching to users-drivers � Evidence of FCC Licensing permits for Government Agencies as applicable. � Access 24/7 services. � Communication services must operate using the commercially available frequency for the Puerto Rico area. � Ensure a satisfactory level of proficiency to respond to emergencies. � Include online email and live telephone technical support for the full period of performance. Telephonic support during the period of performance must be available during the bus operation hours of all DDESS locations in Puerto Rico (Fort Buchanan and Ramey Aguadilla) 24/7 Puerto Rico local time. (Puerto Rico is in the Atlantic Time Zone and does not currently observe Day Light Standard Time). � Replacement parts/equipment shall be available for purchase as needed for out of warranty repairs with any applicable handling, shipping fees, travel, etc. The solicitation when posted will be a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing with a standard size of $7.0M. The solicitation will be issued in electronic format only and will be available on or about 15 December 2015. The Firm Fixed Price contract will be awarded under Federal Acquisition Regulation Parts 12 and 13. The FedBizOpps.gov website will be used to issue the solicitation, amendments or any other information concerning the solicitation. No additional media (CD-ROM, floppy disks, faxes, emails, etc.) will be provided. Paper copies of this solicitation will not be available. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation.
