Radio Tests Sets

This is a combined synopsis/solicitation for commerical items preprared in accordance with the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;quotes are being requested and a written solicitation will not be issued. The solicitation number is FBI-RFQ-CIRG-2015-0019935 and is issued as a Request For Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-80. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 750.00 employees. This is a sole source requirement and the FBI intends on awarding to Aeroflex Wichita Inc., for the below mentioned radio sets. The FBI requires the following item: RADIO TEST SETS with following minimum requirements: * Battery operated (minimum 4 hours run time) *Ruggedized per Mil Standard MILPRF28800F * Maximum weight--9 pounds * Touch Screen * RF Signal Generator/(RF Transmitter up to -5dBm/126 mV) to test receivers * AM/FM Demodulation/Receiver * Antenna/Coax cable Test * SWR/Return Loss/Cable Loss/DTF Measurement * Measure 0.5 to 500 Watt (Peak and True average) RF Power Meter to test transmitters * Spectrum Analyzer *Shall have an Oscilloscope Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is (are) clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic on above products. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. All quotes will be considered. If requested by the FBI, each offeror shall submit a sample of the items being proposed. The provision at FAR Clause 52.212-1, Instructions to Offerors (APR 2014), and addendum is incorporated. ADDENDUM to 52.212-1, modify (b) Submission to offers: "Submit signed and dated offers to the attention of Mr. Richard I. Sanders, Contracting Officer, at Richard.Sanders2@ic.fbi.gov. Modify (b) (10): The contractor shall provide the FBI with three point-of-contacts for previous contracts, either Government or Commercial, for the purpose of evaluating Past Performance." All quotes are due by 4:00 PM, EDT, 04/17/2015. Delivery of items shall be 30 days after-receipt-of-order. The delivery shall be FOB Destination to Quantico, VA. All prices quoted shall incorporate destination charges associated with the product. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (DEC 2014), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (MAR 2015), Subsection (a), (d), and (e). ADDENDUM to Clause 52.212-4, add 52.211-6-BRAND NAME OR EQUAL (AUG 1999); 52.216-2-ECONOMIC PRICE ADJUSTMENT - STANDARD SUPPLIES (JAN 1997); 52.216-18-ORDERING (OCT 1995); 52.233-2-SERVICE OF PROTEST (AUG 1996) and, 52.214-31-Facsimile Bids (DEC 1989). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70-PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (JAN 1998); 2852.201-70-CONTRACTING OFFICER'S TECHNICAL REPRESENTATIVE (COTR) (JAN 1985). Mr. Paul R. Courtney, Chief Acquisition Officer, Federal Bureau of Investigation, 935 Pennsylvania Ave., N.W., Washington, D.C. 20535-0001, shall serve as the FBI's contact in accordance with 52.233-3-Protest after award. ADDENDUM to Clause 52.252-5 AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984), is incorporated by reference and applies to FAR Section 9.104-1, and Clause 52.212-3, Offeror Representations and Certifications (DEC 2001) apply. Each offer shall include a completed copy of 52.212-3 with their quote. FAR Clause 52.212-2, Evaluation--Commercial Items (MARCH 2015) is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a)--Award will be based on product, past performance and price. The following factors shall be used to evaluate offers: Product, Past Performance and price. Past Performance and product when combined are significantly more important than cost or price. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 8 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
