Radiological Evaluation Assistance (REA)

The U.S. Nuclear Regulatory Commission (NRC) has issued a Sources Sought Synopsis for Radiological Evaluation Assistance (REA) to conduct market research regarding the availability of commercial organizations capable of providing independent technical assistance. The agency is seeking expertise to support decommissioning activities at various nuclear facilities, including power and non-power reactors, fuel facilities, uranium recovery, and radium-226 materials sites. The required scope of work encompasses technical document reviews of decommissioning plans and survey reports, the design and execution of radiological surveys in accordance with MARSSIM and agency guidance, on-site in-process evaluations, and special projects such as regulatory guidance development and radiological health and safety training. Interested respondents must demonstrate high-level technical proficiency in health physics, radiochemistry, dose assessment development, and the operational use of specialized radiological instrumentation. A critical requirement for participation is the absence of any organizational conflicts of interest (OCI), as defined by NRCAR Subpart 2009.5; potential contractors must disclose any current or past work for NRC-regulated licensees or any relationships that could compromise their independence. This is a market research effort only, and the NRC explicitly states that no formal solicitation is currently active and no proposals will be accepted.
