Rail Haulage

Network Rail Infrastructure Limited has issued solicitation 2026/S 000-092602 for a national rail haulage requirement with an estimated value of 949,900,000 GBP excluding VAT. The scope of work is divided into three primary lots: Lot 1a covers the operation of Local Distribution Centres (LDCs) in Bescot, Carlisle Kingmoor, Eastleigh, Millerhill, and Whitemoor, focusing on shunting and marshalling; Lot 1b involves regular timetabled rail haulage between LDCs and material suppliers across 25 route bundles; and Lot 2 consists of as-required rail haulage from LDCs to Network Rail worksites. The procurement follows a competitive flexible procedure where interested parties must first complete a Procurement Specific Questionnaire to be eligible for the tender stage. Award decisions are based on a weighting of 70 percent for commercial pricing and 30 percent for technical factors, including safety, sustainability, capability and capacity, mobilisation, and continuous improvement. The deadline for requests to participate is December 2, 2026, with all submissions required in English via electronic means.
