Administrative requirements specify the use of the Wide Area Workflow (WAWF) system for invoicing and certification data submission to the Portsmouth Naval Shipyard. The Dallas Area Rapid Transit Authority (DART) is soliciting rail lubricant under solicitation number 2098291, with a submission deadline of May 8, 2026. The procurement is governed by DART’s standard purchase order terms and conditions, which require all bids to include freight costs under FOB Destination terms, with no acceptance of FOB Origin or Prepay and Add arrangements. Time and rate of delivery are critical performance requirements, and failure to meet them constitutes grounds for default termination. Payment is strictly Net 30, with invoices submitted electronically to APInvoices@dart.org in triplicate, one copy marked "Original," and must include the purchase order number, item number, description, quantities, unit prices, and extended totals. Payment timing is based on the later of invoice receipt or order receipt, unless otherwise agreed in writing. The product must meet the technical specifications and manufacturer part numbers outlined in the attached Scope of Work, and all items must be of merchantable quality and suitable for their intended use. Inspection and acceptance occur at the destination within Texas, and the vendor warrants compliance with all referenced standards and requirements. Vendors must certify they do not participate in a boycott of Israel and are not associated with any foreign terrorist organizations as listed by the Texas Comptroller, with no requirement for UEI, CAGE code, or socioeconomic status certifications. Additional special requirements prohibit assignment of the contract without DART’s written consent, mandate best efforts to include minority- and women-owned businesses in subcontracting, and enforce Texas state law and Dallas County venue for any disputes. No specific packaging, marking, or preservation standards are detailed, and no evaluation factors, contract value, or detailed pricing data are publicly available—all pricing details are accessible only through Bonfire registration via the BidTable. The solicitation is governed by Texas state policies and federal anti-boycott regulations, with no indication of military or federal acquisition regulation applicability beyond the contract clauses referenced.
