AI Contract Overview
The Federal Railroad Administration (FRA) is awarding a sole-source contract to Berekly Simulation Software for the annual maintenance of two Rail Traffic Controller (RTC) software perpetual licenses. RTC is a specialized operations simulation tool used to model train movements, and maintaining these licenses is critical for the FRA to review models developed by its grantees. Because Berekly Simulation Software is the sole developer and distributor of the software, the acquisition is being conducted without full and open competition under the statutory authority of FAR 6.103-1 and FAR 6.302-3, with a notice of intent to sole source published on July 15, 2026. The contract has a total estimated value of $39,600, which includes a base period and two one-year option periods. The base period of performance runs from July 15, 2026, to July 14, 2027, with an annual maintenance cost of $12,800. Performance is centered at the FRA Headquarters in Washington, DC. The procurement is managed by the Office of Acquisition Management, with KeriAnne Gallagher serving as the Contracting Officer and Zaffar Selden as the Contracting Officer Representative.
