Ramona Expressway Resurfacing

The Riverside County Transportation Department is initiating the Ramona Expressway Resurfacing project, identified by Work Order ZD10067C and Task Code Z1530. Located in the community of Valle Vista, California, the project involves the resurfacing of approximately 1.32 miles of Ramona Expressway, spanning from SH-74 (E. Florida Ave.) to Lake St. The primary scope of work includes removing the existing roadway and repaving it with hot mix asphalt. Additional infrastructure improvements consist of reconstructing asphalt concrete dikes, concrete cross gutters, spandrels, access ramps, and sidewalks. The project also encompasses utility adjustments, roadway striping with pavement markers and reflectors, sign replacement, updating signal head back plates to current standards, and the reinstallation of traffic inductive loop detectors. This project is classified as an operation and maintenance activity under the Western Riverside County MSHCP and is exempt from the California Environmental Quality Act (CEQA) under Section 15301(c) because it does not expand the roadway or increase traffic lanes. Environmental compliance is a critical component, requiring adherence to the Western Riverside County MSHCP. Specifically, a qualified County biologist must conduct a pre-construction presence/absence survey for the Burrowing Owl within 30 days prior to any ground disturbance. Furthermore, if tree or vegetation removal occurs during the migratory bird breeding season between February 1 and September 1, a preconstruction nesting survey must be performed in accordance with the Migratory Bird Treaty Act. Administrative oversight is provided by the Riverside County Transportation Department, with Frances Segovia serving as the Senior Transportation Planner.
