The Rancho Cañada Floodplain Restoration Project is segmented into three phases, with Phase 1 already completed in 2025 on the West side of the project area. Phase 2 is scheduled for 2026 on the East side, followed by Phase 3 in 2027, which involves the removal of a vegetation projection berm. Each phase involves balanced cut and fill operations, with all in-water work restricted to the period from June 15 to October 31 to protect salmonid populations. The project site includes sensitive environmental and community contexts, bordered by Carmel Middle School, Hacienda Carmel retirement community, the Santa Lucia Conservancy, and a horse farm, with the Carmel River running through it. Public access will be maintained to the Palo Corona Regional Park's Rancho Cañada unit outside exclusion zones, requiring the contractor to prioritize safety, wildlife and plant protection, noise minimization, and dust control throughout construction. Construction management is overseen by a specialized team comprising an on-site Owner’s Representative, a Resident Engineer who must be a licensed Professional Civil Engineer in California experienced in restoration projects, and a Structure Representative knowledgeable in bridge removal and construction. These roles may be combined or staffed separately but must collectively bring relevant experience and references from similar restoration efforts. The Construction Manager is responsible for submitting detailed resumes and references with proposals. The contract includes standard provisions relating to term, services, performance standards, payment, and termination conditions to ensure project compliance and accountability. The solicitation, issued by the California Planning & Conservation agency under solicitation number RFP 202526-3, was posted in February 2026 with a response deadline in mid-March 2026, and project oversight will be based out of Carmel, CA.

On-Call Registered Professional Forester (RPF) Services
Solicitation # RFQ 202627-1
The Monterey Peninsula Regional Park District is soliciting qualifications under RFQ 202627-1 to establish a prequalified list of licensed Registered Professional Foresters (RPFs) for on-call services. The primary objective is to secure professional forestry expertise to manage the practice of forestry across the District's 13,000 acres of diverse landholdings, including sites such as the Frog Pond Wetland Preserve and Garland Ranch Regional Park. The scope of work involves supervising and training crews and contractors, approving prescriptions, and providing signed documentation and regulatory filings in compliance with the Professional Foresters Law. Prequalification is valid for up to five years, though it does not guarantee work; the District will select the most qualified RPF from the list for specific projects based on experience and availability, followed by a proposal and rate negotiation process. Applicants must submit a Statement of Qualifications via the OpenGov portal by November 2, 2026, which must include California RPF license numbers, resumes, and at least three public agency references. The evaluation is conducted on a pass/fail basis, and fee proposals are strictly prohibited during this initial phase. Selected consultants must operate as independent contractors and maintain comprehensive insurance coverage, including general liability, automobile liability, and professional liability of at least $1,000,000. Administrative terms include monthly invoicing with a 30-day payment cycle for non-disputed fees and a 10-day written notice period for termination for convenience by the District.
