RANDOM DRUG & ALCOHOL TESTING FOR FIRE DEPARTMENT

The City of Camden is soliciting proposals under RFP 26-24 for a qualified vendor to provide random drug and alcohol testing services for approximately 180 employees of the Fire Department. The contract period is scheduled to run from January 1, 2027, through December 31, 2027. The selected vendor must provide 24/7 service using both on-site mobile and proportional facilities. Required services include non-DOT urine testing for a comprehensive panel of substances including amphetamines, cannabinoids, cocaine, and opioids, as well as breath alcohol testing. Specific protocols require that breath alcohol results over 0.02% restrict work ability, while results over 0.04% are deemed positive, with any reading above 0.00% requiring immediate notification to the City's Risk Manager. Additionally, the vendor must provide emergency on-call testing for reasonable suspicion, split specimen testing, post-accident testing, and a secure portal for the City to access results. Proposals must be submitted electronically via the Bids&Tenders portal by October 27, 2026, at 11:00 AM. Award decisions will be based on the most advantageous response, evaluated on criteria including the vendor's understanding of the scope, experience, available resources, key personnel qualifications, approach, and cost. Compliance requirements are extensive, necessitating adherence to the New Jersey Local Public Contracts Law, the Americans with Disabilities Act, and mandatory EEO/Affirmative Action regulations. Required submission documents include a Statement of Ownership, Non-Collusion Affidavit, and certifications regarding prohibited investment activities in Iran and Russia or Belarus. The successful contractor must maintain insurance naming the City of Camden and its officials as additional insured for the duration of the contract.
