Range Backstop Rebuild

The Illinois State Police is soliciting a contractor for the Range Backstop Rebuild under solicitation 26-493ISP-OPERA-B-54769. The project requires the contractor to rebuild a bullet trap backstop within a strict 10-day range closure window. The scope of work includes furnishing and installing approximately 34,000 pounds of new granular rubber media, leveling and grading the trap according to manufacturer specifications for ballistic performance, and removing displaced rubber and debris using methods that prevent the spread of lead-contaminated dust. The vendor must act as the hazardous waste generator, managing all manifests, labeling, and documentation for lead-contaminated materials. Due to the nature of the work, the contractor must adhere to stringent safety and environmental regulations, including OSHA Lead and Respiratory Protection Standards and EPA RCRA hazardous waste requirements. All lead-contaminated waste and PPE must be packaged in UN-DOT approved containers. To be eligible for award, the vendor must provide a detailed work plan and schedule, a site-specific safety plan covering RCRA waste management, and manufacturer specifications for the rubber media. Additionally, the vendor must maintain comprehensive insurance, specifically including 10 million dollars in Lead Pollution Liability insurance. Payments are processed upon contract completion or based on agreed-upon milestones in accordance with the State Prompt Payment Act.
