This notice is purely for market research and does not constitute a solicitation, request for proposal, or commitment to award a contract; no funds are available for response preparation, and responses are voluntary. Compliance with the Davis-Bacon Act is mandatory, and performance and payment bonds may be required if the solicitation proceeds. The attached Draft Statement of Work must be carefully reviewed, and all questions must be submitted in writing—no phone calls or verbal inquiries will be accepted.
