The Florida Department of Transportation (FDOT) has issued a competitive sealed solicitation (Invitation to Negotiate - ITN) for Rapid Incident Scene Clearance (RISC) services specifically for District 3 in Florida, designated under solicitation number DOT-ITN-26-3005-CS. This procurement aims to contract an experienced vendor to provide rapid incident response, clearance, and vehicle recovery services on state roadways to minimize traffic disruptions and enhance roadway safety. The contract term is anticipated to be approximately three years, beginning upon contract execution and continuing until all services are satisfactorily completed or the contract is terminated. All bidders must be registered with the State of Florida’s MyFloridaMarketplace system and comply with applicable Florida licensing and business authorization requirements. The solicitation emphasizes strict adherence to Florida statutes, FDOT standards, and federal nondiscrimination laws such as Title VI of the Civil Rights Act, ensuring equitable access and operation. Key performance requirements include rapid activation within 60 minutes of incident notification, use of specialized vehicles and recovery equipment meeting FDOT standards (including 50-ton wreckers and certified traffic control devices), and adherence to specific safety and environmental regulations. Inspection and acceptance are conducted by FDOT with right of site visits to verify operational compliance and performance, and final acceptance is granted by the contract manager upon satisfactory completion. The evaluation process is qualitative, conducted by a Technical Review Committee that selects the best value vendor based on combined technical merit and price. Vendors must submit all proposal documents electronically in PDF format, including multiple exhibits outlining the scope of services, method of compensation, coverage areas, and forms related to minority business enterprise utilization and scrutinized companies certification for contracts exceeding $1 million. Additionally, vendors must comply with Florida’s E-Verify employment eligibility verification and drug-free workplace statutes, and are prohibited from communicating with FDOT officials outside established channels during the solicitation period. Payments are processed through MyFloridaMarketplace and are subject to a state transaction fee, adjusted periodically by statute.
