The primary objective of the program is to significantly reduce the time required to clear major accidents and traffic incidents within District Two. The resulting contract will have a five-year term from the date of execution, with the possibility of renewal for up to three additional years based on funding and performance. Award decisions will be based on best value, evaluated by a Technical Review Committee considering objective factors such as price, quality, design, and workmanship. Qualified vendors must provide professional vehicle recovery services using recovery wreckers or mobile cranes that meet F.A.C. 15B-9.005 standards, and all crane operators must hold OSHA certification. Compliance with Title VI of the Civil Rights Act of 1964 and Florida Statutes regarding the Inspector General and the employment of unauthorized aliens is mandatory.
