Rapid Set DOT Cement products

The Missouri Department of Transportation Southwest District is soliciting a single supplier to provide Rapid Set DOT Cement products on an as needed basis. This firm fixed price contract will be awarded to a manufacturer or authorized dealer based on the lowest bid. The period of performance runs from the date of award through October 31, 2027, with the possibility of three additional one-year renewals. All products must maintain a twelve-month shelf life and adhere to specific technical standards, including ASTM C1600 for cement and various ASTM standards for concrete mix, such as C928 R3 for compressive strength and C666 for freeze-thaw resistance. Deliverables include concrete mix in 3,000 pound super sacks, as well as 25 gram pouches and 35 pound pails. Bids must include all packing, handling, and shipping charges as FOB destination freight prepaid. A ten percent price preference is available to bidders who certify that their products are manufactured or produced in the United States under the Domestic Product Procurement Act. The contract includes requirements for anti-discrimination certifications and encourages minority and women business enterprise participation. Payments will be made in arrears via electronic funds transfer or state purchasing card. MoDOT retains the right to inspect all supplies and reject any items that are defective or fail to meet the specified requirements at the contractor's expense.
