Raw Materials Laminate Sheets The U.S. Government Printing Office (GPO) intends to award a sole source contract for high quality laser laminate, frangible matte transfer film in the production of Government documents. The laser laminate is currently in service and additional material is needed to satisfy production requirements. Fasver/ITW Security Division has unique security considerations to this laminate. Under the authority of USC 2304(c)(1) pursuant to MMAR 6.302.1(a)(1)(ii)(A) "Only one responsible source and no other supplies or services will satisfy agency requirements", for this highly specialized material. When it is likely to award to any other source would result in substantial duplication of cost in quality control that is not expected to be recovered through competition. This notice is neither a request for proposals nor a solicitation for offers. A determination by the government not to compete this proposed effort on a full and open competition basis, based on responses to this notice is solely within the discretion of the government.
