This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W9127Q-26-Q-A009, is being issued as a Request for Proposals (RFP) using Contracting by Negotiations procedures from FAR Part 15. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2026-01, Effective 13 March 2026, and the Defense Federal Acquisition Regulations (DFARS) updated 20260507, Effective 07 May 2026. The provisions and clauses incorporated into this solicitation are attached separately as an Attachment, W9127Q26QA009 Clauses.
This procurement is being issued as a Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) Code is 611699 with a standard size of $16,500,000.00. The Government contemplates an award of a Firm Fixed Price contract for one year.
Contractor shall provide Technical Instructional Services for a Basic Commercial Vehicle Interdiction and Advanced Commercial Vehicle Interdiction in accordance with the Performance Work Statement (PWS) and Contract Line Items and quantities as follows:
CLIN 0001, Technical Instructional Services, Basic Commercial Vehicle Interdiction, Base Period (Period of Performance (PoP)estimated 24 September 2026 through 23 September 2027), Quantity/Unit of Issue: 6 each; Firm Fixed Price (FFP)
CLIN 0002, Technical Instructional Services, Advanced Commercial Vehicle Interdiction, Base Period (Period of Performance (PoP) estimated-24 September 2026 through 23 September 2027), Quantity/Unit of Issue: 2 each; Firm Fixed Price (FFP)
Proposal prices for all CLINs shall be firm fixed price (FFP) and inclusive of all labor, materials, travel, supervision, and associated services required to perform the training described within the Performance Work Statement (PWS). The Service Contract Act applies to this acquisition. Reference Attachment , Service Contract Wage Determination 2015-5169, Revision No.31 for the wage determination that is applicable to this acquisition.
All proposals shall reference RFP number W9127Q-26-Q-A009. The contractor shall refer to all associated attachments to ensure completeness for the submission of the proposal package. It is the Government’s intention to award without discussions.
Place and Performance of Services: RCTA – 219 Fuller Road, Meridian, MS 39309 and Camp Shelby, Hattiesburg, MS 39402. Remote classes are not authorized.
Basis of Award: The government intends to award a firm fixed price contract to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government in accordance with FAR Part 12, Acquisition of Commercial Items, Evaluation will be in accordance with FAR 13.106 and is based on Best Value to the Government in terms of (i) Technical capability of the service offered to meet the Government requirement; (i) Price; (ii) Technical . Technical shall be weighted higher than price.
To ensure a timely and equitable evaluation of proposals, offerors must comply with the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this RFP. Proposals shall include: (1) Price quote to include itemized description of what is included in the proposals (2) detailed specifications and product literature that sufficiently describe the service(s) being offered. Note: Proposals submitted without detailed specification will not be considered acceptable and shall be removed from further consideration. Proposals are limited to 10 pages including pricing which shall be itemized and information page.
This notice does not obligate the Government to award the contract; it does not restrict the government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Only firm fixed price offers will be evaluated. Along with the proposal, please provide company Name with CAGE Code, TIN, UEI and company POC with contact information (email and telephone number). Prompt payment discount terms (i.e. Net 30).
