This multiple-award contract aims to support OUSD(R&E) in its mission to maintain technological dominance across the Department of Defense by providing a broad range of high-end technical and engineering services related to Research, Development, Test & Evaluation (RDT&E). The contract will emphasize work within the scope of advanced capabilities, research and technology, modernization efforts, and 11 priority modernization areas. The base period is 60 months with the possibility of an extension. Offerors are required to demonstrate relevant past performance on contracts similar in technical complexity and scope to the RETS PWS tasks, submitting summaries of up to six contracts from the past five years, with at least half of that experience directly attributable to the small business prime. Submissions that cover all seven task areas and meet the solicitation’s evaluation criteria will receive enhanced consideration. Joint ventures and mentor-protégé arrangements are permitted as long as the small business set-aside requirements are met. All provided information, including past performance data and proposals, must be unclassified. The government has addressed industry questions from a prior virtual session and will allow additional questions after the solicitation release, which is anticipated to clarify further details including the labor mix and sample problems.
