Hillsborough County intends to recommend the award of a noncompetitive procurement to Cleartronic, Inc., in the amount of $28,500.00 for a three (3) year renewal subscription of the existing ReadyOp software services currently being used by the requesting department. This procurement is being made in accordance with the County’s Procurement Policy Sections 3-208(10), because Cleartronic, Inc., is wholly owned subsidiary of ReadyOp Communications, Inc., and are the only authorized vendors for agencies in the State of Florida. ReadyOp’s web-based software provides six (6) modes of communication (phone, radio, text, email alerts, secure video, and secure voice) within a single desktop display. Additionally, the software includes the ability to establish radio talk groups from any location with internet access, templates for planned events, integrated contact roster management, and information storage and is only reasonably available from Cleartronic, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made.
