Hillsborough County intends to recommend the award of a sole source procurement to Teaching Strategies, LLC for the purchase of the existing ReadyRosie software, a researched-based, app driven software to assist parents in promoting child learning and development, for one (1) year at an estimated cost of $20,060.80. ReadyRosie is an app-based software that leverages the power of video modeling and mobile technology to support self-paced learning and continuous engagement with families to promote school readiness. The software includes a tracking system that captures all required information relating to parent involvement and activities. It also provides a researched-based parenting curriculum that meets Federal Requirements (Section 1302.51) and Head Start requirements to support the delivery of high-quality services expected of the Program. Accessible online and designed with user-friendly functionality, ReadyRosie allows parents to receive and complete lesson assignments in a self-paced environment. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy as Teaching Strategies, LLC is the sole manufacturer and distributor of the ReadyRosie Software. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
