This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notification; proposals are being requested, and a solicitation is to be attached shortly.
This synopsis/solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 June 11, 2025. The solicitation number is FY25R3281015NSludge Hauling NFO, and this solicitation is issued as a request for proposal (RFP).
This is a Full and Open Competition. The North American Industry Classification System (NAICS) for this requirement is 531320 Offices of Real Estate Appraisers. Product of Service Code for this requirement is R411 Support- Professional: Real Property Appraisals with a corresponding small business standard of $9.5 million.

FY254201010 Real Estate Services to Acquire Surface Water Rights in New Mexico
SYNOPSIS: The International Boundary and Water Commission, U. S. Section (USIBWC), requires professional real estate services to acquire surface water rights from willing sellers within the Elephant Butte Irrigation District (EBID) in Doña Ana County, New Mexico. The Contractor will conduct necessary due diligence work to acquire surface water rights in accordance with federal acquisition procedures for real property. Tasks include conducting an appraisal review, confirming validity of the water rights, conducting title investigations, contacting land owners to gather and disseminate information and/or obtain signatures, reviewing documents such as appraisals and purchase and sale agreements, coordinating with irrigation districts and regulating entities, assisting with final agreements, assistance with closing. The Contractor will assist with the acquisition by performing acquisition tasks that are not inherently governmental. The Contractor will work on acquisition of a minimum of 15 parcels.
The USIBWC, together with cooperators, developed a framework to implement the EWTP allowing the USIBWC to acquire or lease water rights in the project area. The USIBWC subcontractors completed a Programmatic Appraisal of surface water rights within the Elephant Butte Irrigation District (EBID) in August 2014. In 2021, the USIBWC updated that 2014 Programmatic Appraisal. The ultimate end is to have the Contractor update the 2021 appraisal to assist USIBWC in future water rights acquisition.
This will be a request for proposal (RFP). The General Scope of this upcoming requirement is to provide all parts, labor, plan, equipment, material, supplies, supervision, management, transportation, and all other requirements to successfully perform all necessary tasks.
The Contractor will conduct two Tasks: 1) Real Estate Services and 2) Administrative. The three primary tasks include:

1) Solicitation Number in the subject line of the email.
2) Company Name and Point of contact information to include name, e-mail, address, telephone, and fax numbers.
3) SAM Unique Entity ID (UEI) number.
4) Size of the business (small or large) and the socioeconomic status of the company (i.e. HUBZone, 8(a), etc.).
5) A written narrative of the contractor capability to provide the requirements listed above to include examples of similar work performed in the past.
6) Address specifically if your firm can meet the completion date based on the information given.
Phone calls will not be accepted. Contractors shall submit written questions to the Contracting Officer (CO) for official clarification and responses. All written questions and answers received prior to the cutoff date shall be added to this RFP as an amendment. All questions will be submitted by email to seone.jones@ibwc.gov will be considered.
