The radio receiver specified by NSN 5821 017007638 is a flight-critical component dedicated to the E-2D Advanced Hawkeye aircraft platform, and procurement is restricted exclusively to approved manufacturing sources as defined by DoD-STD-100. Due to the lack of accessible technical data, Government data rights, or manufacturing knowledge required to qualify alternative sources or perform secondary qualification testing, acquisition from any non-approved vendor is prohibited. The Government does not possess nor can it economically obtain the necessary documentation to support full and open competition, and only previously approved suppliers have been solicited. Any proposer not already an approved source must submit comprehensive documentation aligned with the NAVSUP Weapons Systems Support Source Approval Information Brochure, including evidence of prior production experience with identical or similar items, or detailed technical and operational justification if the item is previously unmanufactured by the offering firm. Proposals failing to include the required approval documentation or evidence of a currently pending approval submission will be deemed nonresponsive and will not be considered for award. In cases where source approval cannot be finalized in time to meet urgent Fleet operational needs, award may proceed based on mission criticality and support requirements, even if approval status remains pending.
