The contract resulting from this Request for Proposal (RFP) is intended to establish a three-year partnership with a qualified vendor to provide a modern receiving and logistics software solution for Salt Lake Community College (SLCC), Utah's largest open-enrollment institution. The software must enhance the college’s current system by streamlining package intake, tracking, distribution, surplus management, and integration with existing enterprise systems such as Ellucian Banner and Jaggaer. Key features include barcode scanning, real-time inventory updates, route planning, and comprehensive reporting capabilities, all designed to improve operational efficiency across multiple campuses. Vendors are required to submit detailed proposals, including cost breakdowns, implementation timelines, and compliance with cybersecurity, privacy, and accessibility standards, notably through assessments like the Higher Education Community Vendor Assessment Toolkit (HECVAT) and Voluntary Product Accessibility Templates (VPAT). The initial contract term is three years, with the possibility of renewal for up to two additional one-year periods, contingent upon the college’s satisfaction with the vendor’s performance. The procurement process emphasizes best value, mandatory compliance with legal and accessibility requirements, and adherence to the Utah Procurement Code. The contract will include provisions for ongoing support, training, and maintenance, with an emphasis on ensuring accessibility, cybersecurity, and data privacy throughout the contract duration. The solicitation process allows for cooperative purchasing among other Utah higher education institutions, and the selected vendor must meet rigorous standards for cybersecurity, accessibility, and legal compliance as outlined in the various RFP documents and terms and conditions.
