The National Institute on Drug Abuse is seeking proposals from qualified organizations under NAICS Code 541711 to provide specialized laboratory services for preclinical discovery programs. The primary objective is to screen compounds for the treatment of drug dependence disorders through in vitro receptor binding assays, functional assays, and predictive toxicology. Required capabilities include receptor profile screening, binding affinity testing, pharmacokinetic testing, and general assay development to identify alternative mechanisms of action and potential toxicological risks for candidate compounds. The government intends to award a single indefinite delivery, indefinite quantity contract with an ordering period of five years. Interested parties must submit their proposals to the NIDA Contracting Office approximately 60 days after the release of RFP No. N01DA-13-8909. While the government is not utilizing commercial item acquisition policies for this solicitation, responsible offerors may notify the Contracting Officer of their ability to satisfy requirements with a commercial item within 15 days of the notice.

The National Institute on Drug Abuse (NIDA) intends to solicit proposals from qualified businesses or organization (NAICS Code 541711) with capabilities to perform in vitro receptor binding assays on a wide variety of receptor targets, and perform follow-up binding and functional assays using appropriate in vitro biological systems. In addition, an interested organization should have the capacity to perform in vitro predictive toxicology assays. The objective is to provide NIDA preclinical discovery programs with a way to screen compounds using a battery of sites that may be alternative mechanisms of action of candidate compounds, or predictive of toxicology. This will facilitate the discovery of novel structural ligands for specified biological targets in the search for medications for the treatment of drug dependence disorders. Some of the requirements include: Receptor Profile Screening Receptor Binding Affinity and/or Functional Activity Predictive Toxicology and Pharmacokinetic Testing Assay Development We anticipate the award of one indefinite delivery, indefinite quantity (task order) type contract for an ordering period of five years. NIDA anticipates that at least one task order will be awarded with the contract. RFP No. N01DA-13-8909 will be available electronically on or about November 9, 2012. You will access the RFP through the FedBizOpps (URL: http://www.fbo.gov) or through the NIDA website: (URL: http://www.nida.nih.gov/RFP/RFPList.html).
