Orange County, Florida, issued solicitation Y26-1014-KK to secure a contractor for Recovered Materials Processing Services. The selected contractor will operate a Material Recovery Facility (MRF) located within a 17-mile geodesic radius of the County Landfill Offices to receive, weigh, process, and market single-stream recyclable materials. Financial stability is verified through required balance sheets, credit ratings, and risk assessments. The agreement includes a revenue-sharing model where 85 percent of excess revenue goes to the County and 15 percent to the contractor, alongside specific fees for contamination and rejected loads. Compliance requires performance and payment bonds, adherence to Florida state regulations for RMPFs, and strict electronic submission via the OpenGov portal.
