The Bethel Valley Burial Grounds Remediation Project is a recovery action funded by the American Recovery and Reinvestment Act and managed by the Department of Energy Oak Ridge Office. The project focuses on environmental remediation at the Oak Ridge National Laboratory site, specifically requiring the removal and disposal of approximately 26,000 cubic yards of hot spot soil contamination. Additionally, the contractor is tasked with the hydraulic isolation of two primary contaminant release sources, Solid Waste Storage Area 1 and Solid Waste Storage Area 3, in accordance with the Bethel Valley Watershed Interim Record of Decision. To expedite the procurement process and minimize delays associated with full and open competition, this task order was awarded under existing Environmental Management Nationwide Multiple Award Indefinite Delivery/Indefinite Quantity contracts. The award, identified by solicitation number DE-AM09-05SR22401 and NAICS code 562910, streamlines the acquisition of these critical environmental services to ensure timely execution of the remediation scope.

Full Description

Recovery Action: As part of the American Recovery and Reinvestment Act (ARRA), the Department of Energy (DOE), Oak Ridge Office (ORO) has issued a task order against existing Environmental Management (EM) Nationwide Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to perform EM scope on the Oak Ridge National Laboratory (ORNL) site. DOE-ORO requires the services of a contractor to perform removal and disposal activities of approximately 26,000 cubic yards of "hot spot" soil contamination and hydraulically isolate two major sources of contaminant releases in Bethel Valley (i.e., Solid Waste Storage Area [SWSA] 1 and SWSA 3). The scope is based on the selected remedy presented in the Bethel Valley Watershed Interim Record of Decision (ROD). (DUNS # 192272396) Rationale for using other than a fixed price and/or competitive award: To reduce the time it would take to procure the required services DOE ORO awarded this task order under the existing EM Nationwide Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contracts.-These contracts help to stream line the competitive acquisition process and minimize the time it takes to procure the required services than if they were procured under full and open competition.
