This recovery action provides funding for the construction of the High Energy Battery Test Facility at Sandia National Laboratories in Albuquerque, New Mexico. The scope of work includes the purchase and installation of capital equipment, specifically a Laser Diagnostic System and Data Acquisition System and Display, along with necessary software. Additionally, the funds support staff for technical oversight, project plan development, partnership coordination, and the development of a laser-based diagnostic system. The project is funded by the American Recovery and Reinvestment Act under the Office of Energy Efficiency and Renewable Energy to expand domestic manufacturing capabilities for clean energy and reduce greenhouse gas emissions. Due to uncertainties in performance and the nature of the work, the action is structured as a cost-reimbursement contract rather than a fixed-price award. This work is executed under the existing prime management and operating contract between the Department of Energy and Sandia Corporation.

RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: These funds will be used for construction of the High Energy Battery Test Facility at the Sandia National Laboratories (SNL). These funds will also be used for: - Capital equipment purchase (Laser Diagnostic System and Data Acquisition System and Display), installation and software. - Staff support required for two tasks: 1) Technical oversight, project plan development, partnership coordination, and equipment installation review; and 2) Development and installation of a laser based diagnostic system. The action is other than fixed price because work assigned to the Sandia Corporation through the issuance of Work Authorizations (WAs) is pursuant to the terms and conditions of their prime management and operating contract awarded under as a cost reimbursement type contract due to the uncertainties in contract performance. Cost cannot estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. Sandia was selected by the Department of Energy to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter. The funds will ensure the best selection of grantees proposing the best approach in support of new, expanded or re-equipped domestic manufacturing facilities with a goal of growing the domestic manufacturing industrial base with clean energy, sustainable economic growth, job creation, and reduced generation of greenhouse emissions. The work falls within the Office of Energy Efficiency and Renewable Energy which is covered by the prime contract Statement of Work, paragraph 3.3, entitled - Energy Efficiency and Renewable Energy that states: - The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation. NOTE: This action is awarded under prime contract modification no. 374 that recognizes WA no. 10003-20847-10 and WA BA-10003-20857-10 issued under Management & Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
