This contract opportunity is exclusively available to contractors holding a GSA Schedule 874 SIN 874-1 MOBIS Consulting Services and focuses on analyzing detailed transaction data from the Electronic Benefit Transfer (EBT) systems related to the Supplemental Nutrition Assistance Program (SNAP). The primary goal is to assess shopping and redemption behaviors of SNAP participants before and after the implementation of the American Recovery and Reinvestment Act (ARRA). Specifically, the contractor will obtain a nationally representative sample of EBT transaction data for two six-month periods: before ARRA benefit increases (October 2008 through March 2009) and after (April 2009 through September 2009). The analysis will explore patterns such as store types used by participants, shopping frequency, timing of benefit exhaustion, and benefit carryover. When possible, this transaction data will be combined with household information to evaluate if redemption trends differ across household characteristics. This is a presolicitation notice and not a request for offers; the solicitation will be issued to select vendors under FAR 8.4 ordering procedures. The contract will have a performance period of fourteen months from the date of award. The contracting office responsible is the USDA Food and Nutrition Service, located in Alexandria, Virginia. Points of contact include David P. Mugan and Contracting Officer Patricia M. Palmer, who can provide further information. This initiative supports USDA’s efforts to better understand and improve outcomes for SNAP participants amidst economic challenges by analyzing how ARRA stimulus benefits affected their purchasing behaviors.
