This contract involved supporting the EPA Water Quality Management program by analyzing the implementation of ARRA-funded 604(b) planning projects. The task order's performance period spanned from April 25, 2011, to April 30, 2012, and has since been completed. Modification 5 was issued to obligate a small additional amount of $305.91 of ARRA funds to cover a trailing invoice related to a new indirect cost rate agreement, bringing the total contract funding to $144,648.49. Although ARRA emphasizes fixed-price contracts awarded competitively, this task order utilized existing Office of Water contracts that, while not fixed-price, were competitively awarded and structured to incentivize efficient and economical contractor performance. The contracts are supported by qualified acquisition personnel overseeing contract administration to mitigate government risk. The contract was managed by the Cincinnati Acquisition Division of the Environmental Protection Agency and involved professional, scientific, and technical consulting services (NAICS code 541611). It aimed to comply with ARRA acquisition requirements and Office of Management and Budget guidance while using existing contractual vehicles to ensure timely and effective support for ARRA goals. The public notice clarifies that no solicitation will be issued against this task order as it is for informational purposes only, and the point of contact for the contract is David A. Plagge.

Full Description

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. NO SOLICITATION WILL BE ISSUED AGAINST THIS TASK ORDER. The purpose of this Task Order was to support the EPA Water Quality Management program in overseeing the implementation of ARRA by conducting an analysis of the ARRA-funded 604(b) planning projects. The period of performance for this task order was from April 25, 2011 through April 30, 2012. It is now completed. The purpose of this Modification 5 is to obligate $305.91 of ARRA funding in order to pay a trailing invoice associated with a new indirect cost rate agreement. Total funding for this order is now $144,648.49. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Water (OW) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OW contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OW contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
