This contract involves a modification to an existing Environmental Protection Agency (EPA) agreement titled "RECOVERY - ARRA Drinking Water and Wastewater System Training For Tribes and Territories support and support to Assess Clean Water and Drinking Water State Revolving Fund Project Compliance with the ARRA." Modification 50 specifically deobligates $32,763.19 in funding related to Work Assignment 0-200, which covered the period from March 3, 2011, through December 31, 2011. The objectives for this work assignment had been previously outlined and associated with American Recovery and Reinvestment Act (ARRA) funding totaling $2,111,868.91. Although ARRA emphasizes awarding fixed-price contracts through competitive procedures, this contract was competitively awarded but not as a fixed-price contract, aligning with the Office of Management and Budget's guidance allowing some flexibility. The contract was managed by the Cincinnati Acquisition Division within the EPA, with oversight designed to ensure efficient and economical performance while mitigating government risk. This approach was deemed the most effective and prudent means to comply with ARRA requirements within set timeframes, leveraging existing Office of Water contracts that possessed qualified acquisition personnel for proper contract administration. The contract supports training and compliance assessment efforts for tribal and territorial drinking water and wastewater systems under the Clean Water and Drinking Water State Revolving Fund programs. All related objectives and contract details have previously been made public and are accessible through official government contract portals.

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY NO SOLICITATION WILL BE ISSUED AGAINST THIS SYNOPSIS AS THIS WORK WAS ISSUED AGAINST AN EXISTING AGENCY CONTRACT AND IS NOW COMPLETED. The purpose of this Modification 50 is to deobligate $32,763.19 in funding in support of Work Assignment 0-200. The period of performance for Work Assignment 0-200 was from March 3, 2011 through December 31, 2011. The objectives of Work Assignment 0-200 were detailed in Modification 9. The objectives of this work assignment have been previously posted in www.fbo.gov. Total American Recovery and Reinvestment Act funding under this contract is $2,111,868.91. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Water (OW) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OW contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OW contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
