Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. This request for quotations, solicitation number RFQ09000053, concerns the establishment of Digital Television Transition walk-in centers or mobile clinics for Region 2, covering several West Central states including Colorado, Iowa, Illinois, Kansas, Missouri, Minnesota, Montana, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming. The primary objective is to secure a provider with the technical capacity to support the DTV transition through public-facing assistance centers. A critical amendment to the evaluation criteria clarifies the pass-fail requirements for technical capabilities. To qualify, a contractor must demonstrate the ability to operate either at least one static walk-in center or two mobile walk-in clinics each week for eight continuous weeks, with the capacity to begin operations within two weeks of the award. The submission deadline was extended to April 27, 2009, to accommodate these clarifications, though previously submitted quotations remained valid unless withdrawn or revised by the offeror.

This RFQ is hereby extended until Noon, Eastern, April 27, 2009, to clarify/correct the answer to question #22 which was posted yesterday: Q22. In most of the RFQ it refers to operating walk-in centers OR mobile centers. But in the Evaluation Criteria, Factor 1, as a pass-fail condition, it says "...operate at least one static walk-in center AND 2 mobile walk-in clinics...." Can you please clarify? CORRECTED ANSWER: A22. This factor has been revised to state "...operate at least one static walk-in center OR 2 mobile walk-in clinics...." In addition, under Attachment 3, Evaluation Criteria, Factor 1 Technical Capabilities, paragraph (a) is hereby replaced with the following: a) Ability and capacity to, within two weeks of award or less, be able to operate at least one static walk-in center or 2 mobile walk-in clinics each week for 8 continuous weeks. This criterion will be evaluated on a Pass/Fail basis. NOTE: Quotations submitted prior to this RFQ amendment will be evaluated unless an offeror elects to withdraw or revise its quotation prior to the new deadline stated in the amendment.
