The contract awarded to Compound Focus, Inc. involves the establishment of a Small Molecule Chemical Repository for the NCI Chemical Biology Consortium (CBC), aiming to support the discovery and development of oncology therapeutics. This effort is part of a broader initiative to create an integrated drug discovery platform by combining academic and private sector research with existing pre-clinical resources from the NCI Division of Cancer Treatment and Diagnosis. The contract was competitively procured and utilizes a cost reimbursement mechanism due to the complexity and variability in project requirements, making fixed pricing unsuitable. The contract, awarded on September 24, 2010, carries a value just under five million dollars and includes safeguards to ensure that costs incurred are allowable, allocable, reasonable, and fair to the government. The scope and nature of the work, as outlined in the Statement of Work, emphasize flexibility in funding to accommodate the uncertain and evolving needs of this specialized research repository. Contract management and oversight are conducted through a designated contracting officer to maintain compliance and fiscal responsibility throughout the project lifecycle.

Awarded Contract Number: HHSN261201000079C DUNS Number: 784088929 Procurement Type: Cost Reimbursement Title: RECOVERY: Establishing a Small Molecule Chemical Repository for the NCI Chemical Biology Consortium Award Date: 09/24/10 Award Amount: $4,999,355 Contractor: Compound Focus, Inc. //SPECIAL PUBLIC NOTICE// RECOVERY: The objective of this awarded contract is to establish a Small Chemical Repository for the NCI Chemical Biology Consortium (CBC). The goal of the CBC is to establish a complete drug discovery and development platform for oncology therapeutics by the formation of a new and novel network which combines academic and private drug discovery efforts with the NCI Division of Cancer Treatment and Diagnosis (DCTD) existing pre-clinical resources. This awarded action was a competitive procurement, utilizing a cost reimbursement type contract mechanism. The nature of the project requirements described in the Statement of Work (SOW) did not contain precise specifications to warrant a fixed price mechanism. Further, difficulty in estimating costs with accuracy did not lend this requirement for a fixed price mechanism. Therefore, a cost reimbursement type contract was appropriate for this mechanism. Sufficient safeguards were included in the contract to ensure that costs are allowable, allocable, fair, and reasonable.
