RECOVERY'IDITAROD NATIONAL HISTORIC TRAIL IMPROVEMENTS-CHUGACH NF The Forest Service EROC-NW, servicing Region 10, contemplates releasing a solicitation numbered AG-0489-S-10-0112 on or about February 15, 2010, for the Iditarod National Historic Trail Improvements project [TRAIL CONSTRUCTION]. The solicitation will be released through this FedBizOpps website, and prospective offerors should visit this FedBizOpps website from time to time on or after February 15, 2010 to obtain a copy of the solicitation. No hard copies of the solicitation documents will be issued. This acquisition will be issued as a full and open competition under the Small Business Competitiveness Demonstration Program. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). This notice meets the requirements of FAR 5.201. PROJECT DESCRIPTION: This project is for construction of 11.7 miles of the Iditarod National Historic Trail [a recreation trail] on the Chugach National Forest, Glacier Ranger District. Work includes centerline staking, erosion and pollution control, clearing and grubbing, excavation, construction and installation of drainage structures, turnpike construction, construction of log stringer puncheons, construction of retaining walls, construction of log stringer bridges using native materials, and related activities. Work must be completed by September 30, 2011 assuming an effective start date no later than June 1, 2010. A negotiated solicitation requiring both technical proposals and price proposals will be issued. Award will be made to the offeror whose overall proposal affords the best overall value to the government. A 20% bid guarantee is required to be submitted with the offer. Performance and Payment Bonds are required from the awarded Contractor. The estimated construction range is between $1,000,000 and $5,000,000.
