The Opportunity Partnership Grant (OPG), administered by the New Jersey Department of Labor and Workforce Development, is a competitive funding opportunity designed to provide occupational training for eligible displaced or dislocated workers. The program focuses on labor demand occupations identified by the New Jersey Workforce Development Board, aiming to place participants in full-time, year-round positions offering wages of at least $20.00 per hour. To be eligible for additional funding, grantees must ensure at least 50 percent of trainees who complete the program are placed in training-related positions. Training must consist of at least 20 hours per week and lead to an industry-valued credential or required licensure. Applications are submitted via the Intelligrants (IGX) system and are evaluated on a 100-point scale based on the quality and completeness of the executive summary, program narrative, and budget. Key financial constraints include a cap on administrative costs at 10 percent of direct costs, and a requirement that training be competitively priced with the state's Eligible Training Provider List. The application process involves three critical steps: IGX registration and a Letter of Intent both due by October 14, 2026, followed by the final application deadline on November 18, 2026. Awarded grantees operate on a prior month's cost reimbursement method, with monthly invoices and benchmark tracking forms due by the 5th of each month. Performance is measured by enrollment, mid-point retention, course completions, and job placements. Grantees must meet specific milestones, including enrolling 25 percent of contracted participants within the first three months and utilizing 30 percent of grant funds within the first six months of enrollment. Final close-out reports and invoices are required within 30 days of the last job placement benchmark.

The Office of the Assistant Secretary for Administration and Management, acting for the Office of Job Corps, awarded a contract modification to MINACT, Inc. on June 14, 2010. This modification to contract DOLJ10UA00031 provides 128,249 dollars in funding under the American Recovery and Reinvestment Act to support the Finch-Henry Job Corps Center in Batesville, Mississippi. The allocated funds are designated for three primary initiatives: the Earth Day Demand Side Award, the procurement of welding equipment and services to expand career technical training for students, and the correction of roofing deficiencies through Construction/Rehab efforts. MINACT, Inc. is responsible for procuring the necessary local construction and service providers through subcontracting opportunities in accordance with FAR procurement regulations.

RECOVERY'THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS NOTICE IS NOT A NOTICE FOR SOLICITATION OF OFFERS. THE ACTION DESCRIBED HEREIN IS A MODIFICATION TO AN EXISTING CONTRACT, DOLJ10UA00031. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE CONTRACTOR IDENTIFIED BELOW. This opportunity was available only to MINACT, Inc. under contract number DOLJ10UA00031. The Office of the Assistant Secretary for Administration and Management on behalf of the Office of Job Corps has awarded a modification in the amount of $128,249 to the Finch-Henry Job Corps Center, operated by MINACT, Inc. These funds are provided under the American Recovery and Reinvestment Act (ARRA). The funding is within the not-to-exceed ceilings on this contract. It would have been impracticable to use a fixed price contract to secure services of the kind or quality required for this modification, since the modification was to an existing Cost Plus Incentive Fee contract (Cost Reimbursement Contract). The funding is intended to address the following program initiatives: 1) Earth Day Demand Side Award; 2) ED Services and welding equipment to support additional career technical training opportunities to the students of Finch-Henry Job Corps Center; and 3) Address Construction/Rehab (CRA) roofing deficiencies. The operator of the Finch-Henry Job Corps Center will procure the services of local construction and service providers, by making these funds available through subcontracting opportunities, following all applicable FAR procurement regulations. This Modification has been awarded on June 14, 2010. Contracting Office Address: United States Department of Labor Office of the Assistant Secretary for Administration and Management (OASAM) 61 Forsyth Street, SW, Room 6B36 Atlanta, GA 30303 Place of Performance: Finch-Henry Job Corps Center 821 Highway 51, South Batesville, MS 38606
