The contract involves the award of up to four delivery orders under a previously competed Commercial Items Request for Proposal related to Collaborative Restoration Stewardship on the Umatilla, Wallowa-Whitman, Malheur, and Ochoco National Forests. Funded partly or entirely by the American Recovery and Reinvestment Act, the project focuses on hazardous fuel reduction to mitigate the risk of high intensity wildfires by thinning vegetation and treating slash in selected areas of the Umatilla National Forest. The work includes ground-based and cable logging as well as transportation of merchantable biomass, with all removed biomass remaining the property of the U.S. Government to be processed locally. The key objectives are to maintain healthy understory spacing of about 20 feet, reduce ladder fuels beneath overstory trees, and create a manageable fuel load profile, aiming for no more than 10 to 12 tons of fuel per acre remaining after treatment. The contract is structured as a firm-fixed-price agreement requiring removal of approximately 13,600 tons of merchantable woody biomass using mechanized equipment to chip slash where necessary. This integrated resource project supports improved forest health, defensible space for fire suppression, and conditions favorable for reintroducing fire as a management tool. The work location is in Pendleton, Oregon, and points of contact include a contract specialist and procurement technician from the USDA Forest Service. The efforts align with strategic fuel reduction and sustainable forest management under the Department of Agriculture.

THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. This opportunity is only available to the contractor(s) who were awarded the contract(s) for work in response to Solicitation No. AG-04R3-S-09-8113, - COLLABORATIVE RESTORATION STEWARDSHIP, ON THE UMATILLA, WALLOWA-WHITMAN, MALHEUR AND OCHOCO NATIONAL FOREST. The original solicitation was competitively advertised as a Commercial Items RFP. The Government intends to award a total of Four Delivery Orders from a single request for quotations. This project will be partially or wholly funded with American Recovery and Reinvestment Act funds and is subject to all reporting requirements thereto. The Collaborative Restoration Stewardship contract is an integrated resource contract that includes ground-based logging, cable logging, and product transportation and slashes treatments. The issuance of these Delivery Orders require the contractor(s) to reduce the potential of high intensity wildfire by removing or rearranging the existing fuel loading on the forest floor. This will be accomplished on selected locations on the Umatilla National Forest. All biomass removed will remain the property of the US Government and be transported by service contractor to local processors. This work will result in retaining healthy, vigorous understory trees at an average spacing of 20 feet to improve tree conditions and forest health, reduce ladder fuels located beneath overstory trees to reduce individual tree torching potential, provide a fuel loading profile that promotes defensible space for fire suppression, and for the re-introduction of fire in the project area. Fuel loading objectives relate to the remaining tons/acre and size of material left after treatment. Target fuel loading objective is to have no more than 10-12 tons per acre left once the work is completed. Slash treatment where required will be accomplished using mechanized equipment to masticate (chip) the slash. This project requires removal of approximately 13,600 tons of non-saw and saw material (merchantable woody biomass). The resultant contract(s) will be a firm-fixed price, with requirements for biomass removal. If you have questions about this project please contact Gary Dillavou Contract Specialist at +1 (555) 000-0000.
