THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE USEPA CONTRACTOR UNDER CONTRACT EP-W-07-104. REQUESTS AND/OR INQUIRIES WILL NOT BE ADDRESSED. IT IS THE INTENT OF THE USEPA TO APPROVE A WORK ASSIGNMENT UNDER THIS EXISTING CONTRACT. The purpose of this announcement is to obligate a total of $319,329 for the White Eagle (NAV120) LUST Site Work Assignment Amendment. This work will require the contractor to conduct site assessments and site characterizations, and perform corrective action for potential leaking underground storage tank (LUST) sites in EPA Region 9. The contractor will conduct groundwater monitoring and sampling activities (four rounds of sampling per year), unless modified by the EPA WAM. The contractor assumes that the 4 new and approximately 17 existing wells (20 wells are on site, but not all are sampled because of the presence of product) will be sampled on a quarterly basis (7 quarters). If field conditions require additional groundwater monitoring wells, the contractor will make a recommendation to the EPA WAM. The EPA WAM will determine if additional wells are needed. During the characterization activities, soil samples will be submitted to the on-site mobile laboratory and/or the fixed laboratory depending on what constituents the samples are to be analyzed for. Groundwater samples collected from the soil borings will be screened by the on-site mobile laboratory during characterization activities. Groundwater samples collected from the completed monitoring wells will be submitted to the fixed laboratory for analysis. Following the characterization activities, the contractor will develop and submit to EPA and the Tribe a Site Characterization Report. The report will detail the characterization activities and present findings and recommendations. Following each groundwater sampling event, the contractor will develop and submit to EPA and the Tribe a Technical Memorandum (Tech Memo). The Tech Memo will detail the groundwater sampling activities and present findings and recommendations. The contractor will transport all investigated-derived waste (IDW) materials and associated items from off the site to an approved offsite facility.
