RECOVERY-Repair Mechanical Systems and Install Emergency Electrical System

RECOVERY - The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled RECOVERY - Repair Mechanical Systems and Install Emergency Electrical System, National Soil Erosion Research Laboratory (NSERL), W. Lafayette, IN. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work for the replacement/repairs to mechanical equipment and systems and the installation of an emergency electrical system at National Soil Erosion Laboratory in West Lafayette, IN. The project components include: removal and replacement of building boilers, air conditioning chillers, condensing units, pumps; the installation of a new emergency generator and associated distribution system components to provide emergency power to the critical loads at the facility. The project will include a base bid and bid options. The total period of performance is 230 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $500,000 to $750,000. SET-ASIDE: This acquisition will be procured as a HubZone Small Business set-aside. All responsible Businesses who meet the requirements may submit an offer which shall be considered by the agency. The NAICS code is 238220 and the annual size standard under the Small Business Competitiveness Demonstration Program for this project is 14 million. This project is funded by the American Recovery and Reinvestment Act (ARRA) and requires periodic reporting by the contractor in accordance with the ARRA. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38. Solicitation No. AG-5114-S-10-AA08 is scheduled for uploading on or about March 11, 2010. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 2:00 PM on April 19, 2010. A firm-fixed price contract will be awarded.
