This contract involves awarding firm-fixed price task orders under the Roof IDIQ Contract Number FA9301-07-D-0002 exclusively to Vanguard Construction, Inc., focusing on comprehensive roof repair and replacement work at Edwards Air Force Base, California. The scope of work includes furnishing all necessary labor, materials, equipment, and supervision to install a complete roof system utilizing single ply (PVC) membranes that may be mechanically fastened or fully adhered. The work entails removing existing roofing materials, including asbestos-containing roof mastic, unused components, and walkpads, and raising or replacing equipment and fixtures to accommodate the new roofing system. Special requirements include no water ponding on roofs, replacement of all scuppers, drains, and sheet metal components with pre-finished or painted materials, and painting rooftop equipment and facias in specified colors. Insulation and substrate installation, including a minimum 4-inch polyisocyanurate insulation and siliconized gypsum compatible with the PVC membrane, are specified for certain buildings. The contract applies prevailing Davis-Bacon wage rates for California and follows modifications dated in 2007 that set labor standards, while adhering to NAICS code 236220 and an 8(a) competed set-aside designation. Energy performance standards mandate the use of roofing materials with specific Solar Reflectance Index (SRI) ratings depending on roof slope to improve reflectivity and reduce heat absorption. Key locations include buildings such as Bldg 1617, where existing built-up roofing and gravel ballast are to be removed prior to new membrane installation. This task order is a component of ongoing recovery and maintenance efforts under a large roofing contract to ensure roofing systems meet durability, safety, and environmental standards at the Air Force base. The contract is managed by Contracting Officer Cheryle Armstrong, with all work complying with federal and local regulations.
