The United States Environmental Protection Agency (EPA), Region 2, intends to issue Modification 0006 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation to allocate $55,000 for a targeted brownfields assessment at the Canal Crossings Redevelopment Area site in Jersey City, New Jersey. This assessment will be conducted through the EPA’s Targeted Brownfields Assessment (TBA) program, which helps local governments and nonprofits evaluate properties complicated by contamination to facilitate redevelopment. The work, funded entirely by the American Recovery and Reinvestment Act of 2009, will run from approximately August 28, 2009, to September 30, 2010. The TBA includes activities such as a Phase I historical and preliminary investigation, possible Phase II in-depth site sampling, and evaluation of cleanup options based on redevelopment plans. This contract modification utilizes an existing competitively awarded cost-plus-fixed-fee contract designed to provide efficient and economical performance under Recovery Act timelines while leveraging the EPA’s Region 2 contracting office’s capacity to oversee and mitigate risk. The approach aligns with EPA’s strategic goals and financial incentives for timely and effective environmental assessments. All other contract terms remain unchanged, ensuring continuity while addressing the specific needs of the Canal Crossings project within the scope of the Recovery Act’s objectives.

RECOVERY: This is a notice of intent by the United States Environmental Protection Agency (EPA), Region 2, to issue Modification 0006 under Contract No. EP-W-09-002 with CDM Federal Programs Corporation (CDM-FPC), for the obligation of $55,000 to begin the performance of a targeted brownfields assessment of the Canal Crossings Redevelopment Area site, located at 824 Garfield Avenue, Jersey City, Hudson County, New Jersey. The work assignment number for this project is 018-SION-02ZZ. The period of performance for this work is on or about August 28, 2009 through September 30, 2010. This project will be funded entirely under the American Recovery and Investment Act of 2009 ("Recovery Act"). "Brownfields" are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant, including petroleum, controlled substances, and mine wastes. EPA's Targeted Brownfields Assessment (TBA) program is designed to help minimize the uncertainties of contamination often associated with brownfields. A TBA is performed at the request of state and local governments and "non-profit" organizations. A TBA may encompass one or more of the following activities: (1) an "all appropriate inquiry" assessment (Phase I), including a historical investigation and a preliminary site investigation; (2) a more in-depth environmental site assessment (Phase II), including sampling activities to identify the types and concentrations of contaminants and the areas to be cleaned; and (3) evaluation of cleanup options and/or cost estimates based on future uses and redevelopment plans. This project is being issued under Contract No. EP-W-09-002 because this contract provides the necessary capacity and technical capability for this project to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed. Contract EP-W-09-002 was awarded competitively, and its cost-plus-fixed-fee contract structure was selected to provide the greatest incentive for efficient and economical performance, given the type of services to be performed. EPA Region 2 has sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. This contract is the most appropriate contractual vehicle to meet the requirements of the Recovery Act in the most prudent business manner within the time constraints imposed, and consistent with Agency plans that promote the goals of the Recovery Act. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THESE REQUIREMENTS WILL BE AWARDED UNDER AN EXISTING EPA CONTRACT. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
